What is an Official Community Plan?

An Official Community Plan (OCP) provides the longer term vision for a communtiy.  Within the Local Government Act section 875, an OCP is a statement of objectives and policies to guide decisions on planning and land use management.  As well, an OCP can contain policy statements on social well-being, growth strategies, agricultural use of land, protection and enhancement of the environment, and broad statememts on issues and objectives not within the local juridiction.


Do we have an OCP?

The most recent and current OCP was adopted by Council as Bylaw No. 737 in 2005.  An OCP may be ammended from time to time as required by Council.  There are two ammendments to the current OCP listed below.

What is a Zoning Bylaw?

A Bylaw that immediately follows the OCP is the Zoning Bylaw.  A Zoning Bylaw is the product of an adopted OCP and brings into force the items identified as the vision of the community into real tangible form.  For example, a zoning bylaw will identify where commercial, residential and industrial properties may actually be located within the Village boundaries, building setbacks from property lines, parking requirements and so on.  You could say the Zoning Bylaw is the toolbox to create the product that is described OCP which can be considered the blueprints. 
Zoning Bylaws can be amended from time to time as new conditions present themselves.  For example, in 2005 no could forsee that growing Medical Marijuanna would become an issue facing Local Governments.  As a result, Council in 2014 was required to amend the current zoning bylaw to ensure it addressed this issue.  The Zoning Bylaw is a very important tool to help ensure that decision on development and use of land is relatively consistant throughout the community and that the locally held values of the community are respected.

Developing a new OCP

The Village is in the process of developing a new OCP with the assistance of Urban Systems.  It is anticipated that the OCP will be ready in 2018.  In 2016, Council began the process of developing the new OCP and a survey was issued to the public to gather information that will be used in the new OCP.

The process is continuing and a new survey has been sent to Village residents to be used to provide even more information that will be used to develop the new OCP.  All residents in a household are encouraged to complete a survey; it is important we hear from everyone.

A Public Meeting will be held, before the new OCP is adopted, to provide community members the oppotunity to review and comment on the contents of the new draft OCP.  Those comments will be used to ensure the OCP reflects the desired future direction of the Village residents and to make any necessary adjustments and changes before adoption takes place.  Residents can expect public notification in advance of the opportunity to review and comment on the draft OCP.

Are you interested in being a part of the planning?

The Village of Ashcroft is looking for residents to form the OCP Planning Advisory Committee.  It is important that the Village recieves a diverse cross setion of the community.  People of all ages, employment status and background are invited to apply.  To do so please forward your name, address, a brief discription of yourself and why you want to be on the Planning Advisory Committee to the Village of Ashcroft by November 30, 2017.  It will require approximately 1 evening of your time per month until the middle of 2018.  We hope you will take this opportunity to engage in the planning process to guide our community for the forseeable future.

OCP in a Week:  November 27 to November 30, 2017

The process of creating the OCP and the subsequent Zoning Bylaw can help us understand the unique challenges we face in Ashcroft, such as an aging population, and allow us to explore new and exciting opportunities.  This could include economic development opportunities as well as new and innovative ways of addressing social and environmental issues. 
The Zoning Bylaw is a regulatory tool which allows the Village to implement the OCP.  The zoning bylaw addresses issues such as site layout and permitted uses for new development, as well as:
The land uses permitted in certain areas of the community.
The placement of buildings on properties including how far they must be from property lines and the road .
How much development should be allowed in certain areas.
The maximum height of buildings.
The area of property that can be covered by a building.
Whether or not fences are permitted, and if so their height and permitted materials.

How can you participate?

A successful update process requires the participation of the community.  We will be hosting a number of public and stakeholder engagement events from November 27th to 30th.  The public will be invited to provide feedback at the following:

Community Workshop

Tuesday, November 28th at the Community Hall 6:30 - 9:00 pm:  attendees will have the opportunity to provide their input on what should be the vision, goals, and policies for a number of important topics such as land use, economic development, housing, environmental protection, and community services

Community Open House

Thursday, November 30th at the Community Hall 7:00 - 9:00 pm:  attendees will have the opportunity to provide feedback on the draft policies and ideas for the OCP and Zoning Bylaw which will be based on the input received through the previous engagement.
